Why is it always God saved this survivor, or that survivor. Why isn't it, God killed 19 kids today?

Why is it god who saves everyone from a tragedy? Isn't he the one that is all powerful? Why didn't the omnipotent one stop the tragedy from happening? You know, save everyone.
