J Buck is the super hero of the time, keeping the peace in multi fractured world. Multidimensional. Travelling on intergalactic planes. I think they’d have transporter travel, where they are beamed around the universe. 

The universe lives in peace. The people of the multi solar systems realised that constant conflict really did no one any good. The vast amounts of resources that were used in constant conflicts suddenly seems illogical.

The people of the universe evolved. Now the vast majority of people expected peace. Hardly anyone saw greater benefit in conflict than peace.

So, the Peace Keepers are very important, they keep the universe peaceful.
